The traffic fine revenue stream that keeps jails uncrowded!
In Antalya, at 10 o'clock at night on 8 July 2018, Adil Hoda (69) was
driving his car on Cebesoy Avenue. At the same time, Engin Ustaali
(24) and Ezginur Terzi (25) got off a bus and were crossing the same
street when Hoda hit them, killing Ustaali and seriously injuring Terzi.
Subsequently, a traffic court's expert witness report found Ustaali and
Terzi to be primarily at fault because they didn't use a pedestrian
walkway to cross. As for Hoda, who had been involved in another
traffic accident two days earlier, he was deemed to be secondarily at
fault. At a court hearing on 24 January, Hoda was given a 2 year, 1
month jail sentence for negligently killing Ustaali, but the sentence
was converted to a fine of 15,200 TL (about $2,500), payable in 24
monthly installments (!).
In a related incident last year, on 5 March 2019 Ustaali's older brother
Emin Ustaali and his wife encountered Hoda while walking along the
street. Emin Ustaali screamed at Hoda: "You're a murderer! You're
finished! You too will feel the loss of a loved one! You honorless dog!"
Emin added that "your son-in-law is a prosecutor so you didn't go to
jail!" In response, Hoda hit Emin over the head with a bag,
accompanied by some counter-insults.
A court settled this insult dispute on 11 October 2019. Although both
sides denied insulting each other, the court fined Hoda 1,440 TL and
Emin Ustaali 1,740 TL. Both fines were postponed (with interest?)
