The traffic fine revenue stream that keeps jails uncrowded!

In Antalya, at 10 o'clock at night on 8 July 2018, Adil Hoda (69) was
driving his car on Cebesoy Avenue.  At the same time, Engin Ustaali
(24) and Ezginur Terzi (25) got off a bus and were crossing the same
street when Hoda hit them, killing Ustaali and seriously injuring Terzi.

Subsequently, a traffic court's expert witness report found Ustaali and
Terzi to be primarily at fault because they didn't use a pedestrian
walkway to cross.  As for Hoda, who had been involved in another
traffic accident two days earlier, he was deemed to be secondarily at
fault.  At a court hearing on 24 January, Hoda was given a 2 year, 1
month jail sentence for negligently killing Ustaali, but the sentence
was converted to a fine of 15,200 TL (about $2,500), payable in 24
monthly installments  (!).

In a related incident last year, on 5 March 2019 Ustaali's older brother
Emin Ustaali and his wife encountered Hoda while walking along the
street.  Emin Ustaali screamed at Hoda: "You're a murderer! You're
finished! You too will feel the loss of a loved one! You honorless dog!"
Emin added that "your son-in-law is a prosecutor so you didn't go to
jail!" In response, Hoda hit Emin over the head with a bag,
accompanied by some counter-insults.

A court settled this insult dispute on 11 October 2019.  Although both
sides denied insulting each other, the court fined Hoda 1,440 TL and
Emin Ustaali 1,740 TL.  Both fines were postponed (with interest?)

In any event, he had "23 years of fun and music and nothing
but fun and music!"

In December 1996, Lokman Gümüş Pala bought a lotto ticket in
Gazimağusa city of  theTurkish Republic of Northern Cyprus (TRNC)
for the New Years drawing in Turkey.  The winning ticket number was
7937301 and Pala's ticket number was off by one - 7937381.

So Pala cut out a zero from another ticket and replaced the offending
"8" from his own, creating a 'winning' ticket (!).   Declaring that "I won
50 million liras!", Pala went to the shop where he had bought the
ticket.  Lottery officials didn't notice the number alteration (!) and
paid Pala his 12.5 million liras-share vis-a-vis the winning number.

(Understandably!) Pala quickly disappeared and lived a secret life
in the TRNC for 23 years, until he was nabbed at Lefkoşa (Nicosia)
Ercan airport the day before yesterday.  After being arrested, Pala
explained that he was taking his son to Turkey for medical treatment.
He added that "because of the investigation, my TRNC citizenship
was voided.  But if I'm guilty why has it taken until now to arrest me?"

TNT History Mini-Series: Bekir Ağa Prison - Turks in Turkish Hands/Part VII

//Ed. note: The CUP was more secular than religious and
ever-suspicious of fervent Islamists, who were generally
supporters of deposed Sultan Abdülhamid II.

But anyone who spoke ill of the CUP or someone with
links to the CUP  was subject to arrest without charge
and imprisonment in Bekir Ağa.

Herewith, Süleyman Sırrı begins to relate anecdotes about
some of his more unusual prison mates.//

An uprising by conservative Moslems oppossed to the CUP was
harshly put down by the CUP on 31 March 1909 (13 April,
according to today's calendar.)

Odd Prisoners

Our prison of notorious tortures made us aware of other things.  A
member of the 'ulema' (Moslem clergy) was relating a dream to a friend
at a coffeehouse in Beyazit.  In his dream the entire Islamic world had
been cleansed, everyone held a 'Sancak-ı Şerif' (flag of the prophet
unfurled only for a holy war) and a 'Kelime-i Tevhid (declaration of
God's unity) banner.  All Islam had come together in Beyazit in his
dream.

The clergyman was overheard by a CUP member, who had him arrested
for being a member of the 'secret society'.  Without even being
questioned, the clergyman was beaten and thrown into Bekir Ağa Prison.
Finally, he was summoned to a court martial, where he explained that
he had merely been relating a dream and he swore he would never
relate another one, so he was released.

A former official of the Ministry of Public Works went to see the
Minster, (Bedros) Hallaçyan Efendi, who had guests at the time.  This
fellow was rather rude and even followed Hallaçyan Efendi to his
ministerial office, where Hallaçyan harshly complained about the
fellow's behavior.  The fellow was arrested and sent to the police station
but released because of insufficient grounds for arrest.

The next day, though, when he went to his office, he was barred from
entering.  Outraged that an official like himself could be fired in such
a way in the 'Meşrütiyet' (constitutional government) period, without
a hearing and with no explanation, he appealed to the Prime Minister's
office but received no reply.  Further outraged, he sent a sarcastic note
to Hallaçyan, who reacted by having the fellow arrested and sent to
Bekir Ağa Prison.

After the customary intial beating, the fellow came to our area. He
seemed to us like a pleasant man and he knew about us.  I went over
to talk with him and comforted him about the rough treatment,
noting that all of us had gotten our share.  He was reluctant to speak. I
offered him a cigarette and noticed that his feet were badly swelled
from the 'falaka' (feet rope-tied for caning).  So I had some onions
boiled and salted as salve for his swelled feet.  In gratitude, he told me
about his arrest and that he had heard that our 'crimes' would be
punished with execution.

At night Salim (prison warden) came looking for "the fellow who wrote
the sarcastic note to Hullaçyan."  The fellow was beaten and put into a
special cell.  Whenever Salim came at night I pretended to be asleep
and avoided his wrath, whereas those of us who were awake and
standing around would get a beating.  In any case, the next day an officer
came, left his sword with the guard and asked to see the fellow in the cell,
which was pitch dark.  The officer took the fellow by the hand and out of
the cell.  We later learned that this fellow's brother was a member of the
Court Martial staff.

"Loto Guli" Salifov - wanna-be fruits & vegetables mafia don.

On 18 August 2016, Rövşen Caniyev was killed in front of a hotel
in Beşiktaş, Istanbul.  After the killing, police determined that Caniyev
(a.k.a. 'Hayalet' (ghost)) was the head of the fruit and vegetable (!)
wholesale mafia within the larger Russian mafia organization.

In order to take revenge for Caniyev's murder, Russian mafia chieftan
Hacı Baba Talibanlı sent his men to Istanbul over the past few months,
targetting Nadir "Loto Guli" Salifov, who ordered Caniyev's killing in
2016.  Talibanlı's vengence squad tracked down Salifov's cousin in
Beşiktaş but when he wouldn't give them Salifov's address he was
stabbed to death (!).

Police learned that the revenge-takers had brought long-barreled
rifles and other assassination weapons into Istanbul from abroad.
So the night before last, police raided locations in three districts of
the city.   A Russian named Anri Malyi, 3 Ukrainians, 4 Georgians
and 8 Azerbaijanis were taken into custody and a search of the
luxury residences where the gang members were staying yielded
a 'Sig Sauer' assassination weapon, 11 handguns, an AK-47 rifle
and 222 bullets.

'Sovyet mafyası'na İstanbul'da operasyon
If you're keeping score, that's Anri Malyi on the floor.

Salifov took over Caniyev's fruit and vegetable wholesale mafia
empire but denied involvement in the killing. Nevertheless, Russian
authorities issued an arrest warrant so Salifov fled to Turkey in 2018.
Caniyev's gang hired the local Istanbul gang called the 'Şirinler'
(Smurfs (!)) to kill Salifov, who was sent to his native Azerbaijan
by Turkish authorities, even though he resisted repatriation for 3
months, fearing for his life in Baku.

                                  "It Gets The Job Done!"

Salifov stayed in Azerbaijan only briefly before fleeing to Dubai
and then Qatar in early 2019.  At the end of the year, Salifov was
able to return to Turkey illegally and live with his family in Istanbul.
When Hacı Baba Talibanlı learned of this he sent his 16-member
hit-squad to Istanbul to kill Salifov.
