Ottoman government's new instructions for enciphered
communications with its provinces (1907).

Additional Note:

Even if an 'edat-ı nefiy' (negative particle) is added to a verb to make
it negative, since there are two kinds of negatives, i.e. 'etmemek'
(to not do) and 'edememek' (to not be able to do), a different 'edat'
(particle) must be used to construct 'edememek'.  In other words, the
number for an 'edat-ı-nefiy gayriihtiyari' (inability particle) must be
added.  For example, in order to write 'okuyamamak' (to be unable to
read), after the number for the 'okumak' (to read) infinitive, the
number for the 'edat-ı-nefiy gayriihityari' must be added, as well.

Examples:

//Ed. note: the three examples contain the same text: 
"Hususat-i zatiyeye dair şifre yazılamaz"(Personal 
matters cannot be written in cipher.) But since each 
month is different the first two numbers for each 
word or element change, while the last three numbers 
remain the same in each message.

In order to construct 'yazılmaz' (cannot be written), the
infinitive 'yazmak' (middle row, third box from the right)
is followed by an 'edat-ı meçhuliyet' (passive particle)
and then,in the bottom row, first box, 'olur', the aorist 
form of the verb 'to be', and then an 'edat-ı nefiy 
gayriihtiyari' (inability particle).//
