//Ed. note:  The Ottoman State had no choice but to deal 
with continuous cholera and other infectious diseases over
the many centuries.  Protecting Istanbul was foremost but
often unsuccessful.  

Dealing with the thousands of pilgrims coming to Ottoman-
controlled Mecca was equally important but also just as 
hard to do. Nevertheless, these regulations and instructions, 
as well those issued for Mecca, reflect the expertise and 
routine order that the Ottoman State developed over the 
years.//

Instructions for implementing these regulations:

One: Quarantine for ships coming from the Mediterranean Sea will be
conducted at the port of Nara Burnu, near the Kale-i Sultaniye
(Çanakkale) quarantine station;

Two: After infected ships coming from the Black Sea en route to the
Mediterranean Sea have completed quarantine, they will anchor at
Nara port if they want to leave the straits;

Three: Once quarantine is completed, the ship will be given a 'clean
bill of health', on which it will be written that there was no incidence
of  cholera on the ship at any time.  With this 'clean bill of health' the
ship can proceed to Ottoman ports;

Four: Passengers who have not completed their quarantine period at
Kale-i Sultaniye but who wish to proceed to the Mediterranean Sea
can have a 'clean bill of health' stamped on their visas after a medical
exam and a determination that there was no incidence of cholera on
their ship from Anadolu Kavağı to Kale-i Sultaniye.  Otherwise, if it
is determined that there was a cholera incident, then the passengers
must be quarantined at Kale-i Sultaniye;


Five: The same conditions outlined in paragraph four above apply to
ships coming from the Mediterranean Sea en route to the Black Sea.
Health exams and quarantine will be conducted at Anadolu Kavağı
and those ships found to have had cholera incidents will quarantine at
Anadolu Kavağı or at another assigned location;

Six:  Passengers on ships entering the straits from the Black Sea en 
route to the Mediterranean Sea via Kale-i Sultaniye will be examined
by a doctor at Anadolu Kavağı, where the ships will take on guardians.
Ships that must stop to load coal or other provisions, drinks and food,
will have passengers and crew examined once again by a doctor before 
leaving that port in order to receive a second 'clean bill of health'.  
Otherwise, if a cholera incident is detected then the ship will be brought 
to a quarantine location; 

Seven: All ships coming from infected places destined for Istanbul or
other Ottoman ports, and those ships on which cholera incidents have
been detected, will be held in quarantine within the straits.  However,
if the Health Ministry selects an appropriate location outside of, but 
near, the straits then the ship will be temporarily quarantined at a 
large port near Anadolu Kavağı or nearby.

Eight: Costs for health documents and quarantine expenses will be 
paid in cash at Anadolu Kavağı for ships coming from the Black Sea
and at Kale-i Sultaniye for ships coming from the Mediterranean Sea.
