As the Balkan country of Montenegro seems to be nearing membership
in the European Union, Turks have begun flocking there.  There have
been more than 3,000 Turkish companies set up, although only 300 of
these are active now.

However, Necmi Saykun, the head of the Montenegro-Turkey
Businessmens Association (KATİAD), warned Turks about swindlers
ready to convince Turks  that Montenegro citizenship will mean EU
citizenship, as well.  Already hoodwinkers are getting 10,000 Euros
from Turks, with the promise of Montenegran citizenship.  Saykun
noted that "Montenegro has eliminated dual citizenship. This is not
a country that gives out citizenship easily. Even if you buy a home or
build a hotel, there's no guarantee you'll get citizenship."

Turkish Ambassador Songül Ozan echoed Saykun, saying that
"the rumors that Montenegro automatically gives a homebuyer
citizenship and that anyone can get a residence permit in 2 hours
are not to be believed."   Saykun noted that Turks see Montenegro
as a kind of Finland, with a healthy atmosphere, good public
schools, etc., so they buy a house or set up a company in the country
assuming they can get citizenship.

He warned Turks about the lures swindlers use, saying "1 Euro is
enough to set up a company here, plus 300 Euros for administrative
and bureaucratic expenses.  You pay another 280 Euros a week later
for a work & residency card.  Add on another 200 Euros for a
facilitator.  So you'll pay about 800 Euros to set up a company
and get a work & residency permit.  Consequently, don't be fooled
by the fancy meetings set up in luxury hotels in Istanbul, Antalya,
Bursa, Izmir and Ankara, where they tell you that for 10,000 Euros
you'll get Montenegro citizenship in a week."
