"Beat & Release": Sub-Standard Cement Very Popular Throughout Turkey, Unfortunately :(

             Another victim (right) of sub-standard cement. 

Mehmet Raşit Koruli (42), a cement mixer driver, brought some cement
to a construction site in the Avcılar University neighborhood at 17:45
hours last Wednesday evening.  The site's chief Vedat Acar (40) 
complained about the quality of the cement and an argument ensued 
between the two.

In the course of the argument, Koruli grabbed a knife from his truck
and stabbed Acar behind his ear.  Acar died at a hospital and Koruli
was taken into custody by police.  In his statement, Koruli explained
that "I work as a driver for a cement company. I brought cement to the
construction site and there was an argument between me and the site's
chief about the quality of the cement.  He cursed at me and head-butted
me so I grabbed a knife from my truck and stabbed him."  Koruli was
jailed.

After the great earthquake disaster, the quality of cement in construction
projects has come on the agenda.  Yavuz Poyraz, the head of the 
Structures and Ground Laboratories Association, told Hürriyet that,
Turkey-wide, the quality of 26% of samples taken from cement mixers
is below standards.  In Istanbul, this percentage is 40% (!).  Poyraz
noted that "when cement is poured at a construction site the samples
taken are tested but the results come back 28 days later.  In other 
words, 26% of the cement being poured at construction sites throughout 
Turkey is sub-standard and this figure is 40% in Istanbul." (ouch!)
