A Fly Baghdad Airlines flight left Baghdad Airport the evening before
last at 17:27 hours en route to Istanbul.  Because of Turkey's ban on
passengers coming from Iraq due to the coronavirus outbreak, though,
the flight was supposed to be without passengers.  When the Turks
realized that there were, in fact, passengers on board the plane, the pilot
was ordered to return to Badhdad.

However (!), as the pilot turned the plane around over Sakarya he
saw that his fuel was low so he made an emergency landing at Ankara's
Esenboğa Airport.  Then, the passengers -57 Turkish workers - unwilling
to return to Baghdad, tried to force open the plane's emergency exit
doors in order to prevent the plane from taking off again after refueling.

As a result, the flight was canceled.  The 57 Turkish workers on board
the plane and the crew were taken to Zekai Tahir Burak Hospital for
two weeks of quarantine.

An investigation has been initiated by the Turkish Civil Aviation
Authority to determine why the plane left Baghdad with the passengers,
in light of the 27 February decision by Turkey to ban all such flights
from Iraq.  According to that decision, empty planes are allowed to
come to Turkey and pick up passengers for the flight back to Iraq.

Fly Baghdad Airlines allegedly told the passengers on the flight
that "Turkey has given permission".  The Turkish Transportation
Ministry has launched a separate investigation to determine whether
any Turkish authority gave Fly Baghdad Airlines permission for the
flight.
