With regard to the Far East problem, if Europe and America unite and
decide to carve up China it must be said that Japan would be very upset
about this.  In the event that Japan is subjected to such an armed threat,
Japan would have to increase its military strength substantially in order
to be able to rely on its own forces and the Japanese nation would have
to pay excessive taxes for this.  In addition, American and European
businesses increased competition would strike Japan in a very
vulnerable spot.  In short, the European dissection of China would mean
the fall of the state of Japan.

Certain individuals hold the view that if China is divided up then the
Japanese share will be targeted.  In truth, Japan may occupy south
Manchuria but even such an occupation would not accrue the desired
prize to Japan.  On the contrary, the possibility of harm is not at all
remote. This being the case I must repeat that dividing up China means
the fall of the Japanese state.

When one looks at  the policy that Russia is following toward Mongolia,
it is clear that Russia’a aim is to occupy Mongolia.  In addition, the
policy that the English are pursuing with regard to Tibet is enough to
make us cry out “Asia is in danger!”  Ours is not an idle threat.  The
facts that we will present on this matter will confirm these claims of
ours.
