How Would an Asian Alliance Be Established?

1)China

Henceforth the Republic of China has become a reality.  Now, the 
Japanese government should certify this.  It may happen that over the 
course of time China becomes an empire again but even so, Japan 
should deal with it.   Whether China is a republic or an empire carries 
no importance for Japan.  The important thing for us is that the Chinese 
be permanent and sincere friends of Japan.

By not missing this chance right now, after the Japanese government 
makes a secret pact with the Chinese government assembly it should 
use its influence, backed by our armed forces if necessary, to invite the 
Mongolians and Tibetans to join the Asian alliance.

If they so desire, the Mongolians and Tibetans could be offered 
independence or autonomy, with the condition that they not seek 
protection under either England or Russia.   In the event that all 
concerned embrace the alliance with sincerity then surely God will 
grant success.  Because the voice of sincerity is blessed before God.  
Without a doubt, the Mongolians and Tibetans will agree with 
sincere advice. 

In recent times the Chinese Moslems have established many 
organizations to ensure their own welfare.   In fact, the Moslems 
have invited all Chinese to join with them and in the declarations 
they have published they have extended this invitation to all the 
Chinese people.  Yes, there is no doubt that the Tibetans and the 
Mongols are always ready and desirous for association.

2)Ottoman Empire

A Japan-Ottoman alliance carries more importance than an alliance 
with China because Japan and the Ottomans are like to two fortresses 
on either side of Asia.  If these two states were to establish an alliance 
they could block all the Europeans’ activities in Asia, irregardless of 
how low the Ottomans are in the eyes of Europeans these days.

The Ottomans have expressed the wish for an association with Japan a 
number of times but even though they took the initiative for such an 
agreement, unfortunately, each time the Christian states, which are 
forever trying to harm others while they pursue their own ends and 
which are, in particular, against the improvement of the Moslems, 
blocked the way.

Sadly, Japan’s diplomats did not have the gumption to stand up the 
Europeans and follow through on an agreement with the Ottomans.  
Japan wanted to disregard the Europeans’ obstacles and conclude an 
agreement with the Ottomans without capitulations and based on 
international law, which the Ottomans would have agreed to without 
hesitation and thusly the Ottomans would have been the biggest 
supporter of an Asian alliance.  If we had kept our own welfare in 
mind and evaluated this matter properly, the Ottomans would be a 
pillar of support for our political life.  If necessary, the Ottomans 
could keep the Russians busy in Europe and the English occupied 
in the Mediterranean Sea.  But since we didn’t think about these 
things we could not take advantage of the related opportunities.

3)Afghanistan

The current Afghan Emir Habibullah Khan is a very smart, able man 
who is a staunch patriot and a pure-hearted Moslem.  During the recent 
Ottoman-Italian War (in Libya), Habibullah Khan rallied his country to 
the Ottoman cause and spoke elequently about the East.

The Afghan Emir is quit sober-minded, brave and heroic.  He is a 
naturally smart person.  In the future the Afghans may become a great 
nation of arms.

It the Japanese government were to send a special representative to the 
Afghan Emir and invite him to join the Asian alliance he would not only
accept such an invitation but be a great help to the alliance because this 
man is one of the greatest personages of the East.

4)Acemistan (Iran)

From a superficial perspective, it seems as though England and Russia 
will soon swallow Iran.  In fact, only time will tell whether or not Iran 
will fall.  Because with only a small amount of help, Iran can defennd 
itself.  With regard to the Asian alliance, if Japan were to send a special 
representative to Iran in this regard, Iran would quickly and happily 
agree to join.  Iran occupies a very important place in the pages of history.  
In any case, even if this nation of historical traditions were to fall it would 
rally itself with a small degree of assistance and produce great benefits for
 itself.  Iran is at the center of Asia.
