TNT History Archives: Japanese "Asia Alliance" Against Europeans (1912)/Part III

//Ed. Note:  As the Japanese writer Hatanu continues with
his exhortation for an "Asia Alliance", he first takes note
of China's Russia-Mongolia problem and then launches
into the justification for the alliance.//

The following telegram came from Peking on 11
November 1912:

“Thanks to the initiative of Dr. Sun Hi Çin, a dinner was given for
Japanese delegates in the hall of the Palace Hotel by the republic and
national parties.  Invitees for the dinner included Japanese notables
residing in China and Japanese correspondents. At the same gathering,
after long discussions the “Japan-China Club” was inaugurated and
the decision was taken to engage in a joint effort for the sake of
establishing friendly association between the two states."

On 12 November: “It has been announced, to great relief, that the
secret agreement between Russia and Mongolia has been exposed.”

The text of a telegram dated the 13th is given here: “However much
the (Chinese) government has not determined its path regarding the
Russia-Mongolia alliance, nevertheless today discussions will begin
with the national society delegation and the path to be followed will
be determined.”

All Chinese are extremely vexed regarding this matter and most of
them want it to be resolved with arms.  Yesterday, the military officers
gave a petition to republic chief Yuan Şıka, proposing that he take a
definitive stand on this issue.  All Chinese people are quite upset.
Because no serious approach has been taken the people are attacking
the government.  The foreign minister and his deputy have resigned,
along with many other senior officials.

                                             "Asia Alliance"

The governor-general of “Chiri” remains in Peking, with the idea of
pressuring the government.”  In other words, all of this is fodder for
an Asian alliance.  The Japanese government should not miss this
opportunity to first make a China-Japan alliance.  Next, there should
be an initiative for an alliance with the Ottoman, Afghan and Siamese
(Thailand) states.  Hearing about such a union, Acemistan (Iran)
would extend its hand and join in.  The young people in the India
government would start to send their secret representatives, who would
perhaps, openly ask for asylum.  When it comes to Cava Cezire
(Indonesia), they already understand the goal.

The number of enlightened thinking men there is not insignificant
and they would lend a helping hand to us right away.  Prior to
establishing such an alliance a prudent and sensible guide is necessary.
Governments that compete with one another all the time can never
agree on a sound alliance.  The Triple Alliance was such a sound
alliance because Wilhelm was its administrator.  On the other hand, the
Triple Entente was not a sound alliance because it did not have an
efficient manager.

An influential event like the Russia-Japanese War was unprecedented
in Asia.  Until the Russia-Japanese War, all Europeans of the white race
always degraded the Asian people and Asians thought they had no
choice but to accept this European degradation.  The time came, though,
for the Japanese armies to win a number of successes and then the East
was enlivened.  All of the people of the East have proven that this new
life will go on uninterrruptedly henceforth, by holding their heads up
high after hanging them down for centuries.  The Europeans used to say
that civilization is theirs but actually it belongs to Asia and Europeans
are our pupils.

As of the Russia-Japanese War, all Easterners have developed a sincere
love for Japan and all Asians nourish the hope that they will be governed
under the protection of Japan. In 1911, one of the Sultans of Malaysia
sought asylum in Japan, complaining about the actions of Dutch officials.
Another one secretly sent a representative to Japan and requested arms to
defend themselves.  There can be no doubt that all of the people of the
East are eager to gather under the flag of the “Rising Sun”.

The Tsushima Strait (at the lower right of the Korean peninsula) was the site of the first great naval battle in the 20th century. The engagement took place on May 27–29, 1905, with Japan inflicting a crushing defeat on the Russian navy.
